Half-a-million people are demanding that Congress limit President Trump’s authority to start a nuclear war

Ploughshares Fund has just delivered petitions signed by half-a-million people like you demanding that Congress limit President Trump’s authority to start a nuclear war. This effort couldn’t come at a more important time as tensions continue to rise over North Korea’s nuclear program.

Led by Ploughshares Fund and 16 other organizations — including grantees such as Global Zero, Union of Concerned Scientists, Win Without War and Women’s Action for New Directions — the petitions call on Congress to prohibit the President from launching nuclear weapons first without a declaration of war by Congress.

As it stands now, Trump can launch US nuclear weapons without consulting Congress — or anyone else for that matter. We must change this. The petition endorses legislation authored by Sen. Ed Markey (D-MA) and Rep. Ted Lieu (D-CA) called the “Restricting First Use of Nuclear Weapons Act.”

Speakers at today’s press conference in Washington, DC included Ploughshares Fund President Joe Cirincione who told the crowd gathered on Capitol Hill: “Congress alone has the power to declare war under the Constitution. Congress must have that authority when it matters most — the decision to start a nuclear war.”


The proposed Lieu-Markey bill would not restrict the President from responding to a nuclear attack. But it would prevent the commander-in-chief from making an unchecked decision with devastating consequences for humanity and for our planet.

In January, Ploughshares Fund started an emergency response effort to stop nuclear threats wherever they come from whether it’s Washington, DC, North Korea or elsewhere.

A critical part of that response is amplifying the voices of experts and advocates calling for saner nuclear policies. We are also supporting new initiatives to make sure that our fight becomes a part of the growing national movement.
